the receipt of your letter 13993/1912 of the 7th. instant enclosing a paraphrase of a telegram from the Officer Administering the Government of Hongkong with regard to the

conditions on which His Majesty's Government will be pre-

pared to recognise the new Government of China.

Sir E. Grey desires me to suggest, for the consideration

of the Secretary of State for the Colonies, that Mr. Severn

should be informed that the press statements to which he

refers are without foundation and that he is at liberty to

contradict them.
